Winchester with a 2024 population of 4,764 is the county seat of Randolph County. 

Centered in the city square is the county court building.

As elsewhere in the Midwest, Winchester is currently declining at a rate of -0.29% annually and its population has decreased by -1.16% since the most recent census, which recorded a population of 4,820 in 2020.  The peak population was 4,948 in the year 2010. 

 

The numbers suggest that the population has already reached its peak and is showing a trend of decline.
